This new regulation is for 35 kV, 66 kV, 110 kV, 220 kV, and rated capacity. The "Energy Efficiency Limits and Energy Efficiency Ratings of Power Transformers" ( GB 24790-2009 ), introduced for oil-immersed power transformers of 3150 kVA and above.

New regulation implementation

In particular, 35 ~ 220 kV transformer is the most widely used, energy-saving The potential is also relatively large. A sample survey of China's transformer manufacturing enterprises in the formulation of standards showed that 39.8% of the products in the power transformer have a voltage level of 35 kV, 43.4% of 110 kV, and 9.6% of 220 kV. The proportion of transformers above 330 kV is small, which is why the scope of this standard is determined to be in this range.

"Energy efficiency limit value and energy efficiency rating of power transformers" specifies the limited value of energy efficiency of the power transformer, target energy efficiency limit value, energy conservation evaluation value, energy efficiency rating (classified into 3 levels) and test methods. China National Institute of Standardization, TBEA Shenyang Transformer Group Co., Ltd., Baoding Tianwei Baochang Electric Co., Ltd., International Copper Association (China), TBEA Xinjiang Transformer Factory, and State Grid Electric Power Research Institute all participated in the drafting of this standard.

" In the early stage of market research, we discovered that S9 series power transformers are the mainstream series of domestic power transformer production and sales. At the same time, they fully consider the life cycle cost of power transformers, supply chain production capacity, energy consumption and industry competitiveness. Impact and other factors, the mandatory indicators of energy efficiency limit value set at the level of the S9 series. At present, due to the strengthening of national energy-saving emission reduction efforts and the major domestic power transformer users in the two major power grid companies in the energy-saving emission reduction initiative The threshold of the S9 series is not high. " Zhang Lingyu, project manager of the International Copper Association (China), who participated in the standard setting, told reporters.

It is understood that in this standard, the limit value of energy efficiency is the threshold for power transformers to enter the market. It is the same value as level 3 of energy efficiency rating and is set as the level of S9 . The energy efficiency limit value is in line with China's implementation of the "People's Republic of China In the Energy Law, standards established by eliminating high-energy-consumption product systems are considered to be high-energy-consuming products if the loss of the transformer is higher than this indicator. According to the provisions of the energy-saving law, such transformers cannot be produced or sold.

The evaluation value of energy conservation is a recommendation index, which is set at the level of S10 in this standard, and is the same value as the energy efficiency rating of level 2. The energy conservation evaluation value is the basis for implementing energy-saving product certification and government procurement, when the loss of the transformer is equal to or lower In the specified energy conservation evaluation value, the transformer can be evaluated as an energy-saving product by the energy-saving product certification organization in combination with other indicators, and it will be able to enjoy the state's incentive energy conservation policy and enter the government procurement catalog.

Between the two, there are target energy efficiency limit values. As a mandatory indicator to be implemented after four years, it will eliminate high energy-consuming equipment and promote the application of energy-saving technologies. The indicator value is set between S9 and S10 . Level 1 is used as the basis for formulating incentive fiscal policies, and is rated as S11 .

The standard was released on December 15 , 2009 and officially implemented on July 1 , 2010 .

Prior to 2006, China has implemented the "energy-efficient distribution transformers of limited value and energy conservation evaluation values" (GB20052-2006) standard for 10 kV distribution transformers. In addition to these two, China has published industry implemented Equipment energy efficiency standards also include motor energy efficiency standards, clean water centrifugal pump energy efficiency standards, AC contactor energy efficiency standards, industrial boiler energy efficiency standards.

What impact will the implementation of the new regulations have on China's power transformer manufacturing industry? Zhang Lingyu believes that the impact of this standard on the limits of energy efficiency is not significant.

" Because the enterprises that produce power transformers are mostly large-scale production enterprises, and they have strong technical strength, there are no obstacles. The main impact is on the trade-off between the increase in production costs and the overall energy consumption. " He said, " This is only for production enterprises. a threshold value, it is important how the next four years to improve the energy efficiency target limit values ready at the same time, meet the energy requirements of users rising, producing more energy-efficient transformers, also the direction of future development of enterprises. "

According to reports, the main users of this level of power transformers are power grid companies, and their procurement targets have been higher than the mandatory requirements in this standard. Among the transformers purchased, the S11 series has occupied a large proportion.

He also revealed that the “Energy Efficiency Limit Values ​​and Energy Conservation Evaluation Values ​​of Distribution Transformers” formulated four years ago will face a new revision, and relevant parties are doing market research on the implementation effect of the standard. The revision will involve the re-enactment of indicators such as energy efficiency limit values. , classification of energy efficiency grades, etc.
