The key work and safeguard measures are the basis for the implementation of urban green lighting during the “Twelfth Five-Year Plan” period. In terms of lighting quality control standards, the outline points out that the brightness or illuminance, uniformity, glare limit value, environment ratio, and lighting power density (LPD) of urban road lighting should meet the requirements of the "City Lighting Design Standards" (CJJ45). . The LED company's products should meet the relevant standards, and at the same time, they should also make in-depth consideration of the lighting environment, color temperature, and environmental contrast according to the specific road lighting environment.

Energy-saving requirements are still urgently outlined in the outline stipulating the energy-saving goals to be achieved during the “Twelfth Five-Year Plan” period, that is, based on 2010 as the base, and by the end of the “Twelfth Five-Year Plan”, the urban lighting energy-saving rate will reach 15%. Recalling the “Eleventh Five-Year Plan”, its energy-saving goal is 25%, but the 2010 energy-saving inspection showed that only 14.6% of the energy-saving rate was achieved. The "Eleventh Five-Year" energy-saving goal has not been fully realized, so the energy-saving pressure during the "12th Five-Year Plan" period is still large.

At the same time, in respect of the construction and maintenance of lighting facilities, the outline points out that the unlighted area should be basically eliminated; the lighting rate of newly installed, reconstructed and expanded urban roads should reach 100%; the lighting rate of road lighting main roads should reach 98%. The lighting rate of arterial roads and branch roads should reach 96%; the intact rate of road lighting facilities should reach 95%, and the landscape lighting degree Celsius hungry rate should reach 90%. From the point of view of the specific requirements of road lighting, LED street lighting products still have a great opportunity.
