Economic Minister Deng Zhenzhong recently clarified that once the Legislative Yuan committees are established, he will personally initiate discussions on land-based IC design. He plans to engage in dialogue within the Legislative Yuan before deciding whether to hold a public hearing, with the goal of launching the initiative by March. During a meeting at the sand table, Zhang Xiaori agreed to continue promoting IC design and expanding communication with local communities. However, he emphasized the need to respect the Congress's resolution and not make any changes before reporting back. Officials noted that the government will not take any actions across the strait before May 20th, and there are still many uncertainties. In response to media reports, the Ministry of Economic Affairs has expressed intent to open up before May 20th. However, Ke Jianming, a representative from the Democratic Progressive Party, warned that this would violate last year’s Legislative Yuan resolution. For the sensitive semiconductor design industry, the government must avoid opening up land-based investments at this stage. Any investment or merger involving mainland entities would require approval after submitting a project report to the Legislative Yuan. Deng Zhenzhong stated in an interview with the Business Times that the situation has changed. With new public sentiment following the mid-January election and recent moves by Ziguang entering domestic packaging and testing factories, the government must now respect the Legislative Yuan’s stance. Looking ahead, the Ministry of Economic Affairs plans to consider conditional openings if land-based assets and the domestic IC design industry form cross-industry alliances. However, these enterprises must not be controlled and must undergo project review. Officials also warned that mainland capital is abundant, and if backed by state funds, it could lead to price wars. Similar to past DRAM price wars, the IC chip industry might face similar challenges if regulations remain closed. Industry experts believe that Huawei’s chip capabilities are stronger than MediaTek, and they may seek to upgrade their low-end production lines by collaborating with domestic small and medium manufacturers. Recently, Huawei’s new products have used Qualcomm chips, which has become a disadvantage for Xiaomi. If Huawei invests in Taiwan, it could gain more advantages. As for ZTE’s cooperation with Taiwanese companies, it could enhance R&D capabilities, reduce input costs, and strengthen bargaining power against Qualcomm. It is reported that many mainland mobile phone manufacturers are interested in investing in Taiwanese factories. However, officials from the Industrial Bureau said they currently have no information on whether domestic players are in private contact with mainland companies or their willingness to explore such opportunities.
