On February 22, 2012, the Ministry of Industry and Information Technology released the “12th Five-Year Development Plan for New Materials Industry†(hereinafter referred to as “Planningâ€) on its website. LED-related gallium arsenide single crystal materials, sapphire materials, tantalum carbide chips, and gallium nitride epitaxial wafers were selected into the “12th Five-Year†key product catalogue, which became the focus of the “12th Five-Year†new materials development.
The “Planning†elaborates and explains the development status and trends of the new materials industry, the overall thinking, the future development priorities, how the regional layout, the major projects and key projects organized and implemented during the “Twelfth Five-Year Plan†period, and related safeguard measures. . The " Plan" pointed out that since the beginning of the new century, China's new materials industry has developed rapidly. In 2010, China's new material industry scale exceeded 650 billion yuan (hereinafter referred to as the yuan), an average annual growth of about 20% compared with 2005. Among them, rare earth functional materials, advanced energy storage materials, photovoltaic materials, organic germanium, superhard materials, special stainless steel, glass fiber and composite materials are among the highest in the world.
However, the overall development level of China's new materials industry is still far from the developed countries. The industrial development faces some problems that need to be solved urgently. The main performances are: the weak ability of new materials to develop independently, the innovation power of large material enterprises is not strong, and the key new materials are guaranteed. Insufficient capacity; production, study and research are disconnected from each other, the industry chain is short, new materials are difficult to promote and apply, and the industrial development model is imperfect; the new materials industry lacks overall planning and policy guidance, R&D investment is small and scattered, and basic management work is relatively weak.
The "Planning" proposes that by 2015, a new material industry system with certain independent innovation capabilities, large scale, and complete industrial support will be established, breaking through a number of key materials and technologies that the country needs to build urgently and lead the future development, and cultivate a batch of innovations. The backbone enterprises with strong capabilities and core competitiveness have formed a group of new material industry bases with reasonable layout, distinctive characteristics and industrial agglomeration. The new materials have further enhanced the role of material industry structure adjustment and upgrading.
