Recently, the Ministry of Industry and Information Technology has made plans for the TD-LTE spectrum of 4G networks:

China Mobile obtains 130MHz spectrum resources, with frequency bands of 1880-1900 MHz, 2320-2370 MHz, and 2575-2635 MHz, respectively;

China Unicom obtains 40MHz spectrum resources, with frequency bands of 2300-2320 MHz and 2555-2575 MHz, respectively;

China Telecom has obtained 40MHz spectrum resources with frequency bands of 2370-2390 MHz and 2635-2655 MHz, respectively.

What does the spectrum mean?

Therefore, in practice, operators prefer to obtain lower spectrum.

Why are the allocated spectrums all high-frequency?

Globally, the three major frequency bands of 700MHz / 1.8GHz / 2.6GHz are the mainstream of the 4G frequency bands selected by overseas operators. Among them, the 700MHz spectrum has been regarded by operators as the golden frequency band for 4G network deployment.

But in China, the 700MHz spectrum is controlled by radio and television. Given the current intricate interest relationships, the possibility of the broadcast and television frequency retreating is very slim. Therefore, the relevant departments have not listed the 700MHz spectrum for the time being.

In addition, because railways, power and other industries have occupied most of the low-frequency spectrum resources, the development of mobile communications requires a large amount of spectrum resources, which makes operators have to adopt high-frequency spectrum.

What does this spectrum allocation mean for operators?

Overall, the determination of the spectrum allocation scheme means that the penultimate step in the commercialization of 4G has already started, only the last suspense-4G license issuance.

From the perspective of spectrum level, except for China Mobile's 1800MHz band, all three operators will use high frequency bands to deploy TD-LTE networks, which may cause difficulties for operators in base station construction, deployment, and site selection.

From the perspective of spectrum bandwidth, China Mobile has obtained 130MHz of spectrum resources, ranking first among the three, which means that China Mobile can accommodate more 4G users. But the disadvantage is that there are still some PHS users in the 1800MHz frequency band. The actual available resources in this frequency band are not enough, and the support for the actual network construction of TD-LTE is very limited.

Earlier news said that at the FDD-LTE network level, China Unicom will receive 50MHz of spectrum resources, a total of 90MHz, and China Telecom will receive 60MHz of spectrum resources, a total of 100MHz. This means that the two operators will narrow the gap with China Mobile.

Of course, we see that many of the frequency bands above 1800MHz are still to be allocated. This spectrum allocation may be just an initial plan. In addition, there are other factors such as terminals and tariffs that ultimately determine the user's choice. Therefore, it is too early to talk about the industrial pattern based on spectrum allocation.
