Technical standards for e-commerce

The electronic domain name business knowledge has become an important means to accelerate the process of various activities in business activities, reduce the error rate, improve the service quality, and reduce the cost and accelerate the turnover of funds. In order to ensure that business activity data or documents can be recognized by computers of different countries and industry trading partners, there must be a consistent agreement on the data format. This is the problem that standardization in e-commerce activities needs to solve. The current status of China's e-commerce technology standards, namely e-commerce technology standards, includes four aspects: EDI standards, identification card standards, communication network standards and other related standards. At present, there are more than 1,250 standards related to China. China has actively promoted the adoption of international standards and foreign advanced standards as an important technical and economic policy. 1.EDI Standard: The EDI standard has been studied since the 1960s. In 1987, the United Nations Economic Commission for Europe integrated the American ANSI X.12 series of standards that have been practiced for more than 10 years and the popular European Trade Data Exchange (TDI) standard, and developed electronic data exchange standards for administration, commerce, and transportation ( EDI FACT). The characteristics of the standard, one contains all kinds of information codes required for trade, and the scope of application is wide; the second is the inclusion of messages, data elements, composite data elements, data segments, grammar, etc., the content is more complete; It can be expanded according to its own needs, and the application is more flexible; the fourth is applicable to all kinds of computers and communication networks. Therefore, the standard is widely used. At present, China has been converted into five national standards. In addition, in accordance with ISO6422 "United Nations Trade Document Style (UNLK)", ISO7372 "Trade Data Meta-Directory" equivalent of import and export licenses, commercial invoices, packing lists, shipping statements, certificates of origin, document style and 8 national standards such as code location. There are now more than 170 EDI FACT standards, and 110 American ANSI X.12 series standards have been widely used in North America. Due to the late start of China's EDI standard research, more national standards need to be developed. According to the needs of China's economic development, we actively research and adopt the EDI FACT standard and the ANSI X.12 series of standards. 2. Identification card standards: The International Organization for Standardization (ISO) has developed standards for identification cards and related equipment since the 1980s, and 37 have been issued so far. In the 1990s, China began to develop national standards for identification cards from magnetic stripe cards. The existing 6 national standards for magnetic stripe cards are basically complete, equivalent to the ISO7810 "identification card physical characteristics" and ISO7811 "identification card recording technology" series standards; three contact integrated circuit card (IC) national standards, equivalent to ISO7816 The series of standards for the "Integrated Cards for Identifying Tape Contacts". In addition, there are five national standards related to financial cards and their messages, transaction content, and the corresponding ISO standards. At present, China has not yet converted international standards such as contactless integrated circuit cards, optical memory cards and security frameworks using IC card financial systems into Chinese standards. 3. Communication network standards: Communication networks are the basis of e-commerce activities. Currently, MHS electronic postal systems and the US Internet electronic postal systems are widely used internationally. The former follows the Open Systems Interconnection (OSI) series of standards jointly developed by ISO, IEC, and CCITT (individually developed separately), which implements the ARPA Internet series of standards in the United States. Although the two sets of standards are compatible, there are still differences. Therefore, when China develops national standards for communication networks, it mainly adopts the OSI standard, but do not consider the ARPA Internet standard. At present, there are 146 national standards for network environment in China, and 99 of them adopt ISO and IEC standards, accounting for 67.8%. China's existing national standards for network environment are not yet available. For example, in network management, there are only 2 national standards in China, and ISO/IEC has more than 40 standards. Among them, system management, management information institutions, and information exchange between systems are the standard gaps in China. It should be pointed out here that the security elements such as data encryption, key management, and data signature have draft international standards, which need us to track and convert them into Chinese standards in time. There are about 380 standards for communication and network equipment, of which 123 use IEC, CCITT and other standards account for 32%. The national standards for microwave communication, satellite communication, mobile communication, etc. use a low proportion of international standards, such as the adoption of only one of the 18 national standards for satellite communication. There are many national standards for information transmission media. Taking fiber-optic communication cables as an example, there are 53 national standards, of which 45 are IEC and CCITT standards, and 8 are related to network access requirements, depending on the situation in China, they are not used. 4. Other relevant standards: standards related to e-commerce activities, including terms, information classification and codes, computer equipment, software engineering, security and other standards, there are about 440 national standards, of which 164 are ISO standards. 37%. Many of these standards only describe information specific to China, such as ethnic codes, Chinese character lattices, etc., so foreign standards cannot and should not be used. In summary, China's e-commerce technical standards, first, the late start, the technical standards in the field of EDI and other fields began in the 1990s; the second is the standard is not system, EDI standards, EDI FACT has 170 items, ANSI X.12 There are 110 items, and there are only 13 items in China, among which the leasing plan inquiry list and tax status report are still blank. The third is to actively adopt international standards. The national e-commerce standards formulated before the 1990s are about 600, and the international standards account for 30. %; about 650 national e-commerce standards were formulated in the 1990s, and 50% were adopted by international standards. This shows that China attaches more importance to the internationalization of e-commerce standards.
