In order to strengthen the subsidy management of migrant workers' skills training and improve the efficiency of fund use, according to the Ministry of Finance and the Ministry of Labor and Social Security, the Notice on the Release of the Special Transfer Payment Fund for Employment Assistance in 2006 (Caishe [2006] No. 21) and The relevant provisions of the "Opinions on Strengthening Employment and Reemployment Work" (Shenfu [2006] No. 78), combined with the actual situation of the city, we have formulated the "Interim Measures for the Training of Skills for Migrant Workers in Shenzhen", please follow the implementation.

Chapter I General Provisions

Article 1 According to the Ministry of Finance, the Ministry of Labor and Social Security, "Notice on the Release of the Special Transfer Payment Fund for Employment Assistance in 2006" (Caishe [2006] No. 21) and "Opinions on Further Strengthening Employment and Reemployment Work" (Shenzhen) [2006] No. 78), in accordance with the actual conditions of the city, formulate these measures.

Article 2 The subsidies for the training of migrant workers' skills are referred to in these Measures only to the special funds transferred by the central government.

Article 3: Holding agricultural household registration cards issued by non-Shenzhen Municipal Public Security Bureau, working in the city and signing labor contracts with enterprises for more than one year, and migrant workers holding Shenzhen social insurance cards, from January 1, 2006 to If you voluntarily participate in the skills training in accordance with the provisions of these Measures during the period of December 31, you can enjoy the skills training subsidy.

Skills training includes participation in the organization's on-the-job skills training, job skills improvement training, skill level training and training organization-organized skill level training, special skills training (modules), and participation in vocational skills appraisal and vocational skills competition.

The types of migrant workers who participate in vocational skill level training, special skills training (modules), vocational skills appraisal and vocational skill competitions shall conform to the catalogue of occupational work published by the Municipal Migrant Workers Skills Training Office.

Article 4: Principles of Skills Training Subsidies:

(1) Fair enjoyment. Migrant workers can only enjoy one skill training subsidy during the specified annual period;

(2) Classification management. Different subsidy standards are formulated according to different levels of skills training for migrant workers. The higher the level, the more subsidies are available;

(3) Quantitative assessment. For all kinds of migrant workers' skills training organized by the unit, they will be quantitatively assessed according to the scoring standard. The higher the score, the more subsidies will be awarded, and the high scores will be supplemented first;

(iv) Total budget control. According to the national migrant workers' skills training plan and budgetary arrangements, the total amount of management will be implemented, and overspending will not be made.

Article 5 The duties of the municipal labor security department:

(1) Preparing training plans and capital budgets for migrant workers in the city;

(2) Responsible for the organization and publicity of the skills training for migrant workers;

(3) Responsible for supervising and inspecting the relevant units to carry out the skills training for migrant workers;

(4) Responsible for reviewing the materials for the application of skills training subsidies for migrant workers and paying subsidies to enterprises (units) and individuals in accordance with the prescribed procedures;

(5) Conduct performance evaluation of the use of skills training subsidy funds.

The responsibilities of the labor security department of Article 6:

(1) Responsible for the organization and publicity of the skills training for migrant workers in their respective jurisdictions;

(2) Responsible for supervising and inspecting the training of migrant workers' skills in the relevant units of their respective jurisdictions;

(3) Responsible for the preliminary review of the subsidy information for the application of skills training for migrant workers in their respective jurisdictions and the settlement of subsidy funds.

Article 7 The duties of the municipal finance department:

(1) Responsible for the formulation of the management measures for the training of migrant workers' skills and skills in the labor security department of the same city;

(ii) Responsible for budgetary training for skills training;

(3) Responsible for the management of technical subsidies, financial account management and fund transfer.

Chapter II Range of Subsidies

Article 8: Migrant workers of the following enterprises registered by the municipal administration for industry and commerce shall be entitled to skills training subsidies:

(1) Enterprises that enjoy government through train services;

(2) High-tech enterprises recognized by the government;

(3) A harmonious labor relations enterprise recognized by the government, the General Labor Union and the General Chamber of Commerce;

(4) Enterprises that are legally taxed in machinery, clothing, watches, furniture, printing and packaging, gold jewelry, construction, and automobile maintenance industries;

(5) Three-star or above hotels and commodity retail enterprises that have paid taxes of more than 3 million yuan in the previous tax year;

(6) Enterprises that implement government labor services for poverty alleviation and labor cooperation.

In the current year, the above-mentioned enterprises shall bear the training expenses according to the regulations, and have no record of wage arrears. They have signed labor contracts with the declared migrant workers for more than one year according to law and paid social insurance.

Article 9 The following vocational training institutions that have obtained the administrative permission of the municipal and district labor security administrative organs shall carry out skill level training and special skills training (modules), and their migrant workers may enjoy the skills training subsidy:

(1) A-level vocational training center assessed and evaluated by Shenzhen Staff Education and Vocational Training Association;

(2) A high-skilled personnel training base identified by the Shenzhen Labor and Social Security Department;

(3) The reemployment training base identified by the municipal and district labor security departments.

Article 10: Migrant workers who participate in the vocational skills appraisal organized by the municipal and district labor security departments and obtain the corresponding national vocational qualification certificates may enjoy the subsidies for the training of migrant workers' skills.

Article 11: Migrant workers who participate in any of the following vocational skill competitions may enjoy subsidies for migrant workers' skills training:

(1) City Workers' Games Skills Competition Project;

(2) Vocational skill competition projects organized by the municipal and district labor security departments;

(3) The vocational skill competition project organized by the municipal competent department of the industry or the industry association, approved by the municipal labor security department and included in the scope of the national vocational qualification certificate issued.

(4) Participating in vocational skill competitions at or above the provincial and ministerial levels on behalf of the city or district.

Chapter III Subsidy Procedure

Article 12 If an enterprise that meets the requirements of Article 8 applies for a subsidy for skills training for migrant workers, it shall be handled according to the following procedures:

(1) The enterprise holds the "Business and Industry Business License" issued by the administrative department for industry and commerce, the relevant certificates issued by other government functional departments, the taxation certificate of the taxation department, the training program, and the list of migrant workers to the municipal and district labor security departments for the initial review of the migrant workers training office. ;

(2) The enterprise shall carry out skills training for migrant workers in accordance with the approved training plan and training program. After the training, the enterprise shall organize the corresponding skills assessment and issue the certificate to the qualified person;

(3) The enterprise fills out the “Registration Form for the Application of Training and Subsidy for Migrant Workers” through the website of the labor security department, and carries the list of training subsidies signed by the migrant workers themselves, a copy of the training certificate, a copy of the ID card of the migrant worker, and more than one year. The labor contract, on behalf of the migrant workers to the city, district labor security department migrant workers training office to apply for settlement training subsidies;

(4) The municipal and district labor security department's training office for migrant workers shall review the relevant materials, evaluate the quantitative indicators, and meet the subsidy conditions, and transfer the training subsidy fees to the account of the enterprise through the bank.
